Windows XP Change taskbar color and get toolbar thing on desktop back up?

When i first got my Dell Inspiron 1525 Windows XP it had this thick toolbar on the desktop and i could change the color of the bar where it says what internet page i was on and all that customizing crap. I didn't really have a need for it and i thought it ate up my battery too much so i went to default on everything but i miss it and the stupid little knick knacks and color preferences so how do i get it back up?

I right clicked desktop and clicked personalize but it was just a bunch of useless stuff preferences that i'm not messing with for the sake of my computer. So, how to get that stuff back up, help please? it's extremely aggravating especially because you'd think dell.com or windows xp would make it easy to figure out how to do it with checking online. gr.Windows XP Change taskbar color and get toolbar thing on desktop back up?
Right click on the desk top and pick settings on the far right, your color scheme is there, the taskbar, you should be able to hover on the edge of it and see your mouse pointer turn to a little black arrow click and hold the left button to move it up or down... I think...lol.Windows XP Change taskbar color and get toolbar thing on desktop back up?
